Calling it a ‘mental health problem’ distracts from finding real solutions to gun violence, Putente says
WASHINGTON – Following is the statement of APA President Antonio E. Puente, PhD, in response to the shootings at a Texas church that left at least 26 people dead and 20 others wounded, and President Trump’s assertion that the attack was a “mental health problem”:

“The vast majority of people with mental illness are not violent. A complex combination of risk factors, including a history of domestic violence, violent misdemeanor crimes and substance use disorders, increases the likelihood of people using a firearm against themselves or others.

“Firearm prohibitions for these high-risk groups have been shown to reduce gun violence. The suspect in this case, Devin Patrick Kelley, exhibited several of these red flags. (more…)

The Goldwater Rule about restrictions on writing about and diagnosing public personalities has loosened considerably. The American Psychoanalytic Association does not find it unethical for its members to do so.

Two dozen members of Congress support the establishment of an 11-member Commission to assess the mental physical capacity of any president to perform his or her duties, Iff the president is deemed unfit, the individual would be removed from the Oval Office. The 25th Amendment to the Constitution adopted in 1967 provided for the establishment of such a Commission but it was never acted upon.

This is the letter warning about Trump and urging the creation of the commission. We are sending this statement to every member of the House of Representatives and every Senator because we know of your deep concern about the dangers we face, and your constitutional commitment to act upon them.

To Members of the U.S. Senate and House of Representatives:

Since Mr. Trump’s election to the presidency, a growing number of mental health professionals have come forth to warn about the dangers he poses to the United States and the world. Far from being a partisan issue, the severe emotional impediments that Mr. Trump exhibits, we believe, present a grave threat to international security. It no longer takes a psychiatrist to recognize the alarming patterns of impulsive, reckless, and narcissistic behavior – regardless of diagnosis – that, in the person of President Trump, put the world at risk. Furthermore, when imminent danger emerges, our professions’ ethical principles obligate us to place human safety above all other concerns, through our “duty to warn” and “duty to protect.” We now find ourselves in a clear and present danger, especially concerning North Korea and the president’s command of the U.S. nuclear arsenal. You need not hear from me regarding every headline in the daily news. Indeed, a college Chancellor oversteps his/her bounds by using the pulpit of position to advocate for particular political positions. Duke University’s President Nannerl Keohane taught me years ago that one should only speak publically in one’s capacity as Chancellor/President if the issue is of clear and vital interest to the mission of the university. In the last year I have exercised my prerogative to address you once on a matter of public discourse: attacks on the free movement of people and ideas.
